Cousins and Howard have had their issues, but from my perspective, it seems that Cousins' issues have been more about being a fiery guy, whereas Howard's stem more from always wanting to be treated like "the man" but without developing the skills and leadership qualities such a title would entail.
Yes, each can be a knucklehead, but I'd rather deal with Cousins—particularly given that he's younger and a better overall player.
Cousins gets a lot of flack for never being on anything close to a winning team, but come on, it's freakin' Sacramento. I'd never call Orlando a well-run organization, but it's had spells where it was run fairly well and the team found some success as a result. Whereas Sacramento has always been a joke, and got rid of the only coach Cousins ever liked and would listen to (Malone). And Cousins has never been surrounded by the level of talent Howard's had around him for most of his career.
