Rondo's a top 10 PG
Well, more like a top 5 PG in an era of some really great PGs.
And the thing to remember about Rondo is he's spent his entire career playing in a straight jacket with Doc's walk-it-up, grind-it-out offense that was entirely designed to get shots for KG and Pierce. This is the first time in his career when Rondo's really going to be able to run a team like CP3 and other top point guards do.

Curry, parker, westbrook, cp3, williams, lillard, rose when healthy( if youre counting rondo when hes injured im counting rose) john wall.
So I have rondo at 8th.

hes averaging 20-10 and is more athletic, bigger, stronger, better finisher than rondo.
I'm all for calling Rondo a top 10 PG, but admittedly some of the guys I had above Rondo have been pretty disappointing this season. Irving and Parker haven't been putting up great stats. Deron is just now coming on strong, but he's been injured. Truthfully, if Rondo played 100% like he did early last year, he'd be 4th in the league statistically right now behind #1 - Chris Paul, #2 - Steph Curry and #3 - John Wall.
Westbrook is coming on strong though. He had a rough start to the season. So far, the top 5 PG's (statistically) have been Paul, Curry, Wall, Eric Bledsoe and Michael-Carter Williams. Yeah, I know... crazy.
It's still an absolutely loaded position, though. A ton of parity. Chris Paul is the undisputed King (27 EFF). Curry is a bit behind him (24 EFF)... Then there is about 16 other point guards putting up between 16 and 20 EFF. It's the easiest position in the league to fill: Wall, Bledsoe, Carter-Williams, Westbrook, Dragic, Lawson, Holiday, Ellis, Lillard, Conley, Thomas, Lowry, Parker, Rubio, Jennings, Irving. Add Deron, Rondo and Rose to that list. Pretty much every team in the league has an effective "PG".
