The rule says "second apron teams will also be prohibited from combining multiple players salaries into trades as well. Phoenix, as a specific example, could not trade both Jusuf Nurkić and Nassir Little for one player making $24.8 million."

I think that's right:  unless it's a multi-team transaction, the only trades would be exact matches (of the cap hit, not the actual salary in the case of a subsidized vet minimum).

I definitely don't disagree with you. Other professions like teaching, healthcare, etc. suffer the same way. But just wait, once the Saudis and Middle East also get involved with the NFL and NBA (like they have with Golf recently), it's gonna get more crazy. Hell, I wouldn't rule out a Middle Eastern rich group pursuing the Celtics ownership, the C's are also going to Abu Dhabi for a preseason game with the Nuggets, aka a showcase?

Issue I have is players are allowed to make crazy money for things they achieve but the cap and all the cap rules work against this. I get guard rails but you can't have guys making 60 million a year (and this is going to be pretty common soon) with such a low cap.

Adam Silver was making a big deal about not having any nation state / government bodies owning an NBA team. Not like in European soccer.

I am not sure he would allow Saudi Arabia or Abu Dhabi to purchase a team.
