i really hope team does not trade for Davis.

Get a good young pg to play behind Smart.
Get a good young pf to play behind Horford.
Sign a vet wing who can help teach and groom the jays
Sign a solid center to let horford play pf. The baynes signing a couple seasons ago was a perfect example of what a solid bigman can do for the team.
ie: sign vince carter, sign Dedmon, draft NAW, draft Samanic, draft thybulle or okpala or langford.

That team is easily a secind round threat based on no internal improvement. If the jays and hayward all improve they are contenders in the east finals based upon free agency.
That is a mediocre team. Probably like the Nets of this year and frankly has no real path to title contention at any point in the next 5 years without a major free agent acquisition (or a miracle draft pick).

Excellent defense, perhaps top in the league defense, good shooting, good scoring, deep bench, that is a team that is at least as good as this last seasons team.
Basically losing Irving, but gaining more improvement from Brawn and Tatum, ideally an improvement from Hayward, higher end rookies and replacing a broken baynes with Dedmon.

in a 30 team league, average would be considered between 11-20. Here's the teams that would have been better:
1. Milwaukee; 2. Toronto; 3. Philly; 4. Indy; 5. Brooklyn. 6. GSW; 7. Houston; 8. Portland; 9. Denver; 10. Utah; 11. OKC; 12. SAS; 13. Clippers.
of those teams, only Indy and Brooklyn finished with worse records than the C's last year and Indy was 1 game behind while playing the end of the season without Oladipo. Others could make the argument that Orlando and possibly Detroit would have also been better and I wouldn't argue against it. so, that's a minimum of 13 better teams and possibly the 15 you requested which by the way, would put the C's in the lower half of the league's teams.
The proposed roster is clearly inferior to the one we trotted out last year. not even close. I have serious doubts the proposed roster makes the playoffs and suspect 38 wins would be optimistic. Smart's not the scorer that Kyrie is and Dedmon is overrated --- a decent player but overrated nonetheless. Brown, Tatum and Hayward would all have to make signficant improvements to sniff the playoffs and if all 3 are on the floor at the same time, the team is seriously lacking height unless Hayward is playing PG (which he may be halfway decent at).
