I think Ingram is the type of player who needs to be on a 20 win team where he can have everything run through him. To make mistakes (lots of them) and learn from them. Not impressed at all by his ability (inability) to develop while in a smaller role / in a successful team.
I thought Ingram learned more in those couple of weeks where he was basically the PG than he did in the rest of his 2 and a half years in LA.
Which makes me think that Ingram is just one of those guys who will only learn through making mistakes and because of that he has to be in a situation where he can make all of those mistakes.
So if I am a team that is considering taking Ingram, I'd only put a high value on him if I can give him that type of opportunity. Otherwise, I am not rating him highly. His development (lack there of) in LA is too worrying.
