Jefferson and Bogut never sniffed anything close to max level (and rightfully so), and Joe Johnson was and is grossly overpaid (which is the reason the Hawks let him go for little in return).

That's why I said "normally". If you want to throw in sign-and-trades and expiring contracts that got  forked over instead of walking for nothing, this isn't much of a discussion, really.

Jefferson signed a 5 yr / 65M in 2008.  $13M per year when the salary cap was 55.6M.  That's 23.4% of the cap when a max contract would've paid  him 25%.   I would say he "sniffed pretty close".

Bogut makes $12.972M this year.

Not sure. Okafor is an exceptional prospect who appears to not have the baggage DMC has. A big thing here would be the difference in their salaries too. Okafor would make rookie chump change. DMC is the max.

Now obviously DMC is proven.

It comes down to $, okafors potential, and baggage vs proven talent.
