Yep, the math is the math, and the odds are the odds...the odds say we're due for some luck.
actually, they don't. each lottery is a discreet event whose odds are independent from every other lottery.
for example, you flip a coin 9 times and it comes up heads. what are the odds of it coming up heads the 10th time you flip it? 
You're entirely right.
But frankly - and I know it won't do me any good - I'm going to get a bit bent out of shape with the NBA if the Celtics get screwed once again in the lottery. At some point random chance stops becoming random and becomes a pattern. Now I'm not saying the lottery is fixed and what has happened to the Cs in the past is well within normal standard deviations. But at the same time it's starting to feel right or smell right.
In your example, what happens if a heads comes up 9 times in a row? You start to wonder about the coin since the odds are 1 in 512 (or .19%). Possible? Yes. Doubtful? You betcha.
I'm not going to make any claim as to where I think the Cs will fall in the lottery. There's no way anyone can predict something and then say "I called it" when it's entirely random chance (supposedly). But I've got a good feeling about this one.
