If you asked every GM in the league if "all things equal", who would you rather have for the next 5 years, Smart or Rondo, I suspect everyone would pick Rondo. Say for example there was an imaginary expansion draft and the GM could pick either Rondo or Smart for the exact same contract and all the other parts of his team were the same. Of course Rondo would be picked.
The problem is, all things are not equal. Having Rondo on the team for 5 years takes up money that could be spent on other players so it is really more like do you want Rondo and Smart for the next 5 years or Smart and players X, Y, and/or Z. Unless you know X, Y, and Z, you cannot answer the question. (Is this too much like algebra for a sports blog?)
