Somebody mentioned already and I agree with the person. The PEOPLE who are responsible for covering, hiding, lying are responsible for this issue. I think there's a separation between the people reponsible and the actual program. The people might be protecting the program, therefore the PEOPLE should be punished. I think it speaks much louder that if you are protecting the program, then you can get serious jeopardy.
If you punish the program, then people can just say that as long as they can get away with it, then it'll be okay and if you get caught, then the program gets punished, they get all the bad publicity and the ones responsible might just get a slap on the wrist and have to find another line of work. However, if the people responsible for all the hiding, cheating, deceiving can get legitimate jail time, then it becomes much more personal and the person will think twice about trying to get away with something or not.
