He is coming off a disappointing year. He had a great opportunity in Dallas last year and he couldn't take it.
Kyrie Irving was hurt. Cooper Flagg started out at PG but couldn't do the job. For a period of time, Ryan Nembhard was out-competing B Williams for that starting gig. Ryan Nembhard is a limited rookie 3rd string PG.

Small guard. 6-1 180s. Struggles on defense. On offense, is a very good shot-creator but doesn't run the offense. Doesn't create much for others. Looks after himself. That is why he was unable to step up and claim that starting gig. Bad defense & individual offense vs team offense.

Ryan Nembhard took the playing time because he was a heady player who looked after others. Who involved others. Tried to play team basketball. It wasn't that he was so talented. Or more talented than Brandon Williams. It was just that he played team basketball and J-Kidd wanted a PG who played team first.

I think B Williams is more of a passable / serviceable backup PG than a good reserve (average to above average bench player).
Great option as a 3rd string PG.
