Ya its actually sort of tough to find a deal that makes sense for Simons. You need a team that doesn't already have a scoring PG and has the contracts to match his salary. Some ideas:
1a) Bobby Portis + Pat Connaughton + Draft Pick
-Gives Bucks a PG for the year Lillard is out. Saves Celtics about 5 million and get a stretch big. Celtics maybe get a pick swap?
1b) Kyle Kuzma
-Saves the C's 5 million this year. He's under contract for an extra year but that's not necessarily a bad thing, it gives you the ability to use his expiring next summer in a salary matching trade.
2a) Isaiah Stewart + Simone Fontecchio
-Gives Detroit another scorer. Saves Celtics about 5 million and gets them another big. He more or less takes Schroeders place on the Pistons.
2b) Tobia Harris
-Only saves you about a million dollars, but if you'd just rather have a PF who is okay on defense than a PG who is really bad maybe its a possibility.
3) John Collins
-Same as Harris, doesn't really save you much money but gives the Celtics a 4 which they don't really have. More a positional swap. Utah already has Clarkson and Sexton on expiring's so this really only makes sense if they move on from one of those two.
4) Nikola Vucevic
-If you want a stretch center on an expiring instead of a PG. Saves about 6 million. They do already have Colby White so not sure how much sense this makes. But its always a good idea to do a trade with the Bulls because they lose every dela they do.
