I hadn't seen this provision:
Teams will be able to use signing exceptions as trade exceptions
WHAT IS IT:
In today’s world, a team can only use their MLE to sign a player to a contract. The only way to acquire a player via trade is to match salary in a deal, or to acquire them using a Traded Player Exception (TPE)
ANALYSIS:
This is also a good change. It allows teams increased flexibility in how they can build their rosters. Anything that allows for more ways to build a roster is for the better.
That's a really interesting change. Basically, you can now trade for a player using your MLE. That will allow for a lot more player movement.

Wonder if this will turn out to be a bad move for the players as a whole.
If you're running a team, do you sign a MLE in the offseason from the limited pool of available players, or do you wait to see if you can use it for a trade midseason and/or wait to see if your team even needs to add a player, and then maybe end up not using it at all?
I could see a drop in offseason MLE signings across the league, which I think would be bad for players (fewer contracts as a whole, less competition for free agents, maybe more partial season contracts if teams wait). Not saying that will happen, but I see it as a possibility.
