From what I have read it was LeBron who chose Westbrook over him.
It's LeBron's obsession with big names. Same reason he recruited Wade and Rose to Cleveland despite it being a horrible fit

Westbrook is in LA over Hield because Lebron knows Westbrook. Lebron trusts Westbrook. Westbrook is a regular season warrior. And Westbrook has extensive playoff experience.

Hield is a guy throwing up stats on a bad team and got kicked out of his team's starting lineup because a late lottery rookie is a much better player. Hield has no playoff experience  Hield, for all his three point shooting reputation, is still a slightly below average scorer in efficiency. And Hield doesn't have the greatest history of being a good locker room guy.

Pretty easy to see why Westbrook is in LA and not Hield.

Was thinking that for 20M+ less a year and less cost on the trade, they would get a guy who will hit open shots.

Yes and no. Westbrook, for almost all his career, was putting up some all-time great numbers on winning teams and was a major reason for Washington's improvement last year after a bad start.

He also, doesn't have a three point reputation, but yeah, is a below average scorer in efficiency.

But Westbrook is also world's better as a defender.

Just a lot of things that a guy like Lebron would rather have than what Hield brings to the equation.

Russ had a worse DRaptor, Hield had a worse DBPM and defensive rating (which IMO are inferior metrics to DRaptor). Russ has gone full Rondo on D, but without the BBIQ to call out opposition plays.

Yeah, Westbrook hasn’t played defense since his rookie contract. Of course, Hield has never shown much effort on that end.

Westbrook can also handle the ball, rebound, pass, etc.  He is a much better player than Hield and honestly I don't mind the fit with Lebron because Lebron needs someone that can actually do the work during games.  Lebron has also never played with someone as content to pass as Westbrook.  Irving was obviously a great ball handler, but he hated passing the ball.  No other teammate of Lebron's is really considered a plus ball handler and certainly none of them can pass like Westbrook.  And yes I'm including Rondo because Rondo was a shell of what he was in Boston on the Lakers.  He'd show up every once in a while with a solid 20 minutes, but just couldn't do it at a high level nor night in and night out. 

All that said, I do wonder if Hield, KCP, and Schroder would have been the better option.  Hard to say because there is really good value in having the better player (like you often get more value from having a guy at 85% as opposed to multiple players in the 75-80 range).
