Yes. Perkins played better interior defense, and emboldened the team with a toughness that Jermaine does not. Perk had better chemistry, and he won a ring. Jermaine O'Neal is playing great, and I'm happy that we have him, but I would still be more confident with Perk's track record.
Remember, Jermaine is doing this against the Knicks, and that's with a hurt Amar'e Stoudemire and no Chauncey Billups (and even WITH those guys they were a .500 team!). I think we'll know more after a few games against Miami.
In what way?
Perkins knew the defensive rotations better, was a more physical defender, and a better match up against larger stronger centers. He also had a foundation of trust and respect with KG that JO probably does not, although I'd have no way of proving that.

When healthy, and throughout his career, Jermaine has done this against any team, not just the Knicks. This is nothing new.
The only thing new is now he gets to do it playing alonside a core four of Rondo, Ray, Pierce, and KG. Thats the only thing new about it. He hasn't ever had a supporting cast that darn good.

Jermaine O'Neal has neither been consistently healthy nor is he getting younger. Jermaine O'Neal as a young buck was for 2 or 3 years one of the best defensive players in the league.
Also, his supporting cast of MVP-Caliber Ron Artest, still in his prime Stephen Jackson, up and coming (but ultimately never delivered) Jamaal Tinsley, and still-effective but almost done Reggie Miller is probably on par with the amount of talent Boston has right now.
That team got derailed by fights, but the year before (meaning no Stephen Jackson) was pretty darn good in Indiana too.
