i officially do not understand how the cap thing works. first don't have room for a max deal, than we clear space to get that room, and then we sign another FA, not named Hayward to a 4.3 mil deal...

what does the room exception mean exactly?
Exceptions allow you so sign people without having enough cap space to do so. They include the Larry Bird exception (aka Bird Rights), the 1st round pick exception (basically just ensures that teams already over the cap can keep their picks and comply with the rookie scale), the minimum salary exception (any team, regardless of cap situation, can sign players to the league minimum), and the mid-level/bi-annual/room exception (which allow you to sign a player to a contract above the minimum and up to a certain amount even if you are over the cap. Your cap situation determines which of the mle/be/re you can use)
If you want to use your cap space during the offseason (like we will to sign Hayward, you need to renounce your rights to the mid-level and bi-annual exceptions (since they have cap holds). After doing so, you gain access to the room exception as a bit of a consolation for losing the other two
