It seems to just be lists of players that are either hybrid 3/4s (the left two lists) or "spread bigs" (the right two lists), not actual trade/FA targets. I can't see them actually considering targeting Ibaka to bring back this summer, so it wouldn't make sense as a list of players they're targeting.
I don't think order matters either, they have Otto Porter between Derrick Williams and Jerebko. He would be above both of order mattered.
The part that I'm intrigued by is in the leftmost list: "Saric (for AG?)". Do the magic really think they could trade 1 year of Gordon (who wouldn't fit in PHI given his lack of shooting) for the likely ROY?
Why would their FO make a list of arbitrary NBA players by position / skill? Out of boredom? Makes no sense, especially considering one notation clearly indicates the idea of a swap.
As for order, price may be a factor (if they're really in any final order at all). Porter is going to be very pricey, while Jerebko is not, for example.

It's not "a list of arbitrary NBA players by position / skill", it's a list of potentially available players that would fit into their team (the holes that they had Ibaka/Ilyasova/Frye and Jeff Green/Tobias Harris fill/try to fill the past few seasons). Coming up with a list of players with a skill set you're looking for and that will (or could) be available is one of the first things you should do when looking for players to go after. That's why it's just on a whiteboard instead of something that can't be accidentally erased by an overzealous janitor. There's no way they view bringing back Ibaka as a viable option this summer, he's just an available player that fits the skillset they're looking for.
Price could be a factor, but I doubt they'd analyze 50+ players for the amount they'd be worth vs. what they'll likely get paid or what it would take to trade for them. Plus, I would think they'd get rid of some of the obvious "Don't want him" players (Deng, Ibaka, etc.) and "Don't have a chance at him" players (Otto Porter, Saric, Iguadola, etc.) before going into that much detail.
The more I think about how little sense a Gordon/Saric swap makes, the more worried I am that one of the Colangelos will think it's a great idea and throw in their pick this year for him
