they said mid day so I am guessing somewhere around noon to 3 pm which is midday on the west coast.

The common notion seems to be OKC. I just find it funny that Durant would use so much time AND publish an article on Players Tribune to tell everybody; "Hey I'm returning to OKC for another year".
