If there's a way to get hield AND Poeltl, I'm on board. Otherwise nah, just take BPA at our top draft spot.

Philly has the right to pick swap with Sacto the next couple of seasons and then gets Sacto's outright 1st 2 years after Sacto conveys its pick to Cleveland.  Sacto isn't going to go into tank mode only to lose the pick they tanked to get whether it is swapped with Philly or sent to Cleveland.

Ok so that's not quite the situation. The pick goes to CHI this year protected 1-10. If it lands above the PHI pick after the lottery then the picks switch. Chances are it isn't conveyed to CHI. Let's assume for the rest of this it isn't.
In 2017 PHI will again have the rights to swap, because the 2016 pick wasn't conveyed to CHI this one is also protected 11-30.
In 2018 Sacramento will keep it's own pick as it didn't convey a pick to Chicago in 2016 as I understand it. If I'm wrong then the pick is 1-10 protected anyway. Then unprotected in 2019.

So they have 2 scenarios:

1) Go for the playoffs. In this scenario they will probably convey their 2017 pick to CHI and their unprotected 2019 pick to PHI. They would keep a pick in the 2016 + 2018 drafts but if the plan worked the 2018 pick would not be a lottery pick.

2) Start over. Here they would have the worse of the SAC/PHI pick this year. In the unlikely event they won the lottery the worst pick they would get from PHI is #4. Next year will probably be a pretty similar situation. They would still have their own pick in 2018 as well. So they would have 3 years of good to great lotto picks. Add that to the potential 2 BKN picks I was suggesting and that's a great rebuild.

If they tank the picks aren't going to CHI, the only thing you worry about is the swap with PHI. Are PHI going to get that much better next year?

Philly certainly could get that much better next year, which means they could lose their high 2017 lotto pick to Philly in the pick swap.  If Sacto doesn't convey the picks to Cleveland, then the 2018 pick goes to Philly, though it is top 10 protected (the 2019 pick is also top 10 protected before being unprotected in 2020 in that scenario).  So upon further review, Sacto might benefit from tanking though does risk losing the 2017 pick to Philly (depending on what Philly does this summer) and could end up turning over a very high 2020 lotto pick if they don't hit perfectly on the draft.

Bigs - Pau, Amar'e, Issel, McGinnis, Roundfield
Wings - Dantley, Bowen, J. Jackson
Guards - Cheeks, Petrovic, Buse, Rip

 Denver falls in love with either Bender or Murray. Ainge is Luke warm on both, he's much more comfortable selecting Hield or Poeltl in the seventh slot.

 So Boston trades the third or fourth pick to Denver for 7,15, and 19.

 The Celtics can draft either Poeltl, Hield or Skal Labissiere 7th. And now either make a massive trade for Okafor or Cousins, or move up to select whoever they choose.

 The Celtics would have the 15,16,19, and 23rd picks  also 31 and 35. At this point you can move up and grab Deyonta Davis, Sabonis, D Jones, Valentine, basically whoever you want.

 You could also stash Ante Zizic, Jeanne, and Thon Maker and not make any trades.

 Possibilities are endless at that point. Do you think Philly would be interested in four first round picks 15,16,19 and 23 for Okafor. Seems fair.

 Then we come away with Buddy Hield, Okafor and Brice Johnson in the second round.

Why would you trade for Okafor after drafting Poeltl?  Isn't Poeltl a slightly better version of Okafor? He put up 19 pts 14 rbds and 3 blks against a Duke team with Okafor and Plumlee on it last season.

I'd love Poeltl if we could use the 16th pick plus other assets (maybe more picks and/or James Young) to get up high enough to grab him.

I would be cool with an Ingram+Poetl draft.  How much would we have to give to move up from the Mavs pick though?

I'm not cool with moving out of the top 3 though.
