I know this is a little off-topic (but on topic with the thread title), but what do people here think of Kent Bazemore? I realize he is probably not a max candidate, but he has kind-of exploded this year with the Hawks and has been excellent recently with increased minutes and responsibility. This isn't a player putting up empty stats on a bad team; the Hawks are very good and Bazemore is currently only making $2M and was brought in with fairly low expectations. I imagine he will only get better from here.
It'd also be nice to bring in his teammate, Horford, as they are both restricted free agents 
They're both unrestricted, actually. Horford will definitely get the max, probably signing a one-year deal like Durant to become a ten-year vet and get an even better max deal.
That will make Bazemore hard to keep as it would push them right against the projected cap. However, with so much cap space out there they could easily clear room by giving away players. A lot of their contracts run until the end of 2017, which means it'd only be a one-year commitment for a team to take on say, Tiago Splitter (8.2 million) or Jeff Teague (8 million). Or, they could just go over the cap a year, since the cap will rise again and they may find themselves back under.
This is why the rising cap helps the established teams keep their guys and hurts the developing teams who otherwise might be able to poach some talent.
