This might technically be true (although I doubt it is looking at his client list on wikipedia), but isn't really true since Falk's clients include Evan Turner, Jeff Green, and Austin Rivers.
Truth (maybe) - every client who signed a rookie extension with Falk got max money (from Juwan Howard to Roy Hibbert).
The Real Truth - many of Falks clients don't get rookie extensions including guys like Evan Turner, Jeff Green, and Austin Rivers.
David Falk used to be the biggest agent in the world in the 80's/90's, now his client list seems pretty tiny and lacking of star power in comparison to what it used to look like. Now he pretty much just represents Georgetown guys.
Tell me this doesn't seem shady: Falk represented/represents former Georgetown coach John Thompson and current Georgetown coach John Thompson III, and also the following Georgetown alumn:

Once Georgetown started becoming perennial powerhouse and NBA player factory in the early 80's, Georgetown has had 28 players go on to play in the NBA starting with Sleepy Floyd in '83. At least 20 of them have been David Falk clients, possibly more (hard to know the scrubs who only ended up playing a handful of games in the league).
That just seems extremely shady to me, when an agent represents a coach and seemingly every single meaningful player who comes out of the school. You see similar, but much less shady looking situation at Duke, where Falk represents Coach K and a handful of his players (Elton Brand, Corey Maggette, Austin Rivers, Johnny Dawkins, Danny Ferry, Bobby Hurley, Roshown McLeod), but not every single player.
