His salary decreases every year, under 7mil. That barely does anything to effect The C's cap space.

I mean, duh, it literally does. But tangibly it has little effect. His tiny contract, and with getting rid of Prince, and potential buyouts, it has basically zero effect. Even without related moves it doesn't move the needle on limiting the Celtics and their cap space in relation to max contracts they are capable of signing and the rising cap.
So, yes, it is a slight bit more committed. In reality it has a minuscule effect on the teams options moving forward. Seems like an odd thing to fixate on in this deal.
