I'm not sure that it's possible to intrinsically rank the PGs.  For instance, with Rondo I think it depends almost completely on what personnel he has surrounding him.  For teams that need a ball-dominant point guard, I think Rondo can rank as high as 4th or 5th in the NBA.  For teams that have other ball-handlers and who need shooting / scoring from the PG position, Rondo ranks much lower, maybe between 10th - 15th, or even lower.
I don't think any ball dominant player is good on a team or is something any team needs.  Ball dominant passers are rare compared to ball dominant scorers (Melo, Kobe) but how well are those teams doing.  I can't think of an example of a team that needs a ball dominant point guard who can't shoot.  The whole point is to get balance so that the star doesn't need to be ball dominant any more.

I don't know the exact rank for Rondo but I think he is in the 10-15 range these days.  I am not sure though that he will continue to play as badly as has in the most recent stretch of games.  He is adjusting to being "the guy" and so far not adjusting very well.  I think I underestimated how much adjustment it is for him and maybe he did to.  I think he can get himself back up into the 7-9 range but he is going to have to let go of the past and adjust his game and be comfortable and confident with looking to score more and of course draw more and make more free throws.  I think it is more of a mental adjustment than a physical one.

I have to wonder if we traded Rondo for CP3 after a couple years of not winning any rings what the complaints about CP3 would be.

Just think of bird under the rondo microscope and Larry is arguably #1 or #2 Celtic EVER
Drinking, ball dominating, calling out teammates in press, not taking games seriously, giving "orders" to coaches....we should have traded him!  ::)

I don't think KG or PP got much criticism, but they seemed like the only ones. Even KG got some attention for taking too many jumpers

I did this before but, just counting this season, guys who are playing better than Rondo (in no particular order):

CP3
Westbrook
Parker
Curry
Lillard
Irving
Wall
Lowry
Teague
Bledsoe/Dragic (not sure who is actually the point the majority)
Derrick Rose
Deron Williams

After that names like Collison, Brandon Knight come to mind, but I'd feel gross putting them on the list.

One difference between Rondo and all the PGs on the list above (with the exception of Parker) is that he was the starting PG on an NBA championship team.  Also a Game 7 NBA champ runner-up and a Game 7 ECF runner-up.    He has a better resume with star talent around him than any PG above other than Parker. 

This leads me to only the conclusion that if I am a GM with talented players (or the prospect of getting other talented players), Rajon Rondo has a lot of value.   It doesn't matter where Rondo ranks compared to other PGs (inexact as that is), it matters how valuable he is to us or to another team -- and I think that value is pretty high.

Fair enough, but I prefer to rank PG's on the system they're currently playing in. That said, in Stevens' motion offense, that relies on the ball zipping from player to player, Rondo's game suffers, which would make him plummet down the list of PG rankings.

It has to be kept in mind that CP3 made over 18mill last year and Rondo made not quite 13. So basically CP3 needs to be half again better than Rondo to justify the difference between them in the real world and that just isn't the case.

I'd say he's a good deal more than 1.5 times better than Rondo. Maybe even 2.

Conley is so underrated.

Conley is not that underrated. He went 4th after all

I knew he was going to be a good player in the nba.   Kind of a streaky shooter but during stressful situations will make a shot with a hand in his face
