How many drafts in nba history have contained 6-7 guys that dramatically changed the direction of a franchise? I don't think that's a reasonable statement. More like 2-3 such players (best case) although 6-7 are projected to.
First ones that spring to mind are 1984 and 1996. You could also say 2003.

When you try and find any definition that 6-7 players in any draft fit it's going to resemble a mild nudge.
Sure. but in the '96 draft you've got Kobe, AI, Ray Allen, Steve Nash, and Ben Wallace--undrafted rookie signing-- as (mostly) indisputable "dramatic franchise altering players," and arguably you could add Peja, Jermaine, and Derek Fisher to that as guys who were Very Important to various teams' title contention. And Kyle Korver (and Kyle Korver's hair).
I'd agree, though, that best-case scenario is probably 6-7 All-Stars in any given draft class.
