Can anyone explain why Washington got a guaranteed top 3?

If a team with a worse record than you is announced for a pick that is not in the top three, that you means you hit the lottery and will have one of the top three picks.

Because they don't select all 13 drafting positions in the lottery.  They only select the top 3 picks, then picks 4-13 are assigned by record.  So, there is a presumed order that the teams should finish in... and when a team that is, say, 30-52 gets the 9th pick and a 32-50 team has not yet been given a worse pick, then that means they must have been one of the teams who got a top 3 pick.  Otherwise, they would have got the 9th (or 10th, 11th...) pick before the 30-52 team.

yet another year of the draft lottery screwing the worst team. whether its fixed or not, its just bad for the league. granted, its less of a big deal when there aren't as many game changers at the top of the draft, but what we have now is a joke. either they need to scrap it entirely, or make the odds a lot better for the worst teams. fact is, most of the time, the team with the worst record is legitimately horrible and should get the top pick.
