If you could trade Tony Allen for Delonte West straight up you'd be in great shape. He can defend well at the 1 & 2 - he's a good enough shooter to play the 2 with Rondo at the 1, and he's a good enough ball handler to run the point when Rondo is sitting.
I was thinking of an alternate reality where Tony Allen doesn't blow out his knee and plays great as the best guy on a bad team for the rest of 2006-2007. SEA takes Tony Allen instead of West in that trade. Just an interesting thought.
Here's what Hollinger said about his Defense:
Delonte West (-2.02) is a top-notch defender at the 2 when he's locked in, which was more the case the second half of the season than the first half. If he keeps it up for a full season he's in the top three, but not this time.
That would be a weapon off the bench. The C's could focus on bringing in a SF with size regardless of skill set (i.e. doesn't need to be a shooter) - whereas with Tony Allen, you need a SF that can shoot off the bench. I think he could be a Derek Fischer like starter at SG on a good squad (a starter that's asked to do the little things) or a very good 6th man that's allowed a bit more freedom offensively.
(I will admit that I was surprised TA posted a superior - albeit only marginally so - PER this year.)
