It goes to charity. Or at least that is what they used to do with suspension money. Team doesn't keep it. They still have to pay.
Just to clarify, that's fine money. That goes to charity. Suspension money is never paid out, so there's nothing to go anywhere. It's less complicated that way to avoid distorting incentives and things like that.
Incidentally, their cap is also reduced by the same amount, which will help them for luxury tax purposes, but they cannot use that cap space to pick up another player, or get a DPE.
