This is per RealGM pertaining to the incoming pick:
2023 second round draft pick from Houston or Portland
Indiana will receive Houston's 2023 2nd round pick protected for selections 33-60 or Miami's 2023 2nd round pick if the Houston pick falls within this protected range; Boston will receive the Houston pick protected for selections 31-32 or Portland's 2023 2nd round pick if the Houston pick falls within this protected range; Oklahoma City will receive the Portland pick if the Houston pick falls within the 33-60 protected range or the Miami pick if the Houston pick falls within the 31-32 protected range;

I believe this is saying that "unless SAN finishes ahead of HOU in the lottery", Boston gets pick #33. But their lottery odds are almost the same so it is probably still close to 50-50 whether SAN will end up with a better pick. If the lottery decides this and not the coin flip, then this is still not settled. RealGM is also saying specifically that OKC will get the POR pick if we get the HOU pick.
Based on what I am seeing from RealGM, I think it is one or the other (#33 or #35) and it won't be decided until the lottery is resolved.
