Yeah.  They might rescind the QO quickly, but there’s no need to renounce his Bird rights until they’re ready to actually sign Kemba, which can’t happen for a week. It’s actually better for Rozier if they don’t, because Charlotte can’t get involved unless through a sign-and-grade.
There's nothing unusual in any of this. It is not unheard of to extend the QO even if you intend to rescind pretty much right away. They don't need to give up their rights to Rozier until they are need the space, and you never know what kind of crazy things might happen, so they will keep that hold until they need to give it up, but it's not strange or unusual.

Seriously, tho, with all of Kemba, Jaylen, Jayson, Gordon, and Smart either worthy of starter minutes or thinking they are, how do we avoid the problems we had last year? Yes Terry and Kyrie were immature, but they really will need to set a pecking order people will tolerate. Hope they will do better now that they’ve had some time to think on it and will be  able to set a new tone next season.

By himself, I agree, Kemba likely does not lead the Celts to a championship. In truth, however, even Lebron doesn't do it by himself. The Celts will need to get better, either by their young guys taking big steps forward, or by acquiring talent through the draft or by trade. Make no mistake, however, Kemba helps. Top players are looking for places to team up with other players. If Kemba and the Celts have a good season, they stand a better chance of being attractive to other players in the future.
