If you go in on Brogdon the Bucks can match.  Plus to sign him to an offer sheet you have  to renounce your FA’s and tie up cap space to make the offer.  Plus as others say Kemba is so much better.

I wouldn't rely on the media to be accurate with rumors on who the team is going after.

After Walker, Brogdon would be a great PG to acquire. I’d much prefer Brogdon over Russell

Kemba is the better all-around player and also provides veteran leadership which this team clearly needs.

Zach Lowe says that teams are concerned that Brogdon will re-injure his foot.

There have been recent reports saying the Bucks were fearing that we'd offer Brogdon an offer sheet that would be "too much for them", but they breathed a sigh of relief when they turned their attention more towards Kemba, since it likely meant we would be out of the running for Brogdon.

This was also tweeted by a Bucks reporter recently:

I'm just wondering, wouldn't we have been better off going after Brogdon, and then using the MLE and remaining 10M in cap space to add 2 bigs? I don't think Brogdon would get more than 25M a year in FA, unless I'm wrong about his market. 

I love Kemba btw, but wouldn't Brogdon and adding 2 bigs be a wiser move?

The max for Brogdon is 27M. I think if you're really going to try to force the Bucks to part with him you have to offer him the whole 27M. There isn't much point in going after him without pushing all your chips onto the table. However, that is an overpay for him. He's really good, but he's the 4th scoring option on that team and he's been injured a bit. The Celtics have lost Irving, Horford, Rozier, and Morris. That's a lot of shots. Kemba is actually a much better fit because of that. He also is much more durable and he is ready to sign. No one even knows if Brogdon wants to sign with Boston.
