When does Danny have until to sign Mickey and Holmes?

All year?
Teams should really be able to designate second-rounders to the NBDL without signing them while retaining their rights.

Agreed. But some clarification. I think teams should be able to SIGN rookies to a contract, designate them to the NBDL & have them NOT COUNT as roster space.

Right now there's nothing preventing Mickey from signing a contract with the NBDL team on his own (that I know of), while the Celtics retain his rights. In fact, as I understand it, as long as Mickey is playing professional  (and I think the NBDL counts) the Celtics would retain his rights for one season at the conclusion of said non-Celtics contract.

As for Holmes, well he went undrafted, so it doesn't apply... but that's where my clarification comes into play, being able to sign them, send them to NBDL, and have them not count towards roster space. AKA, a genuine farm system.

If the final tweet is true, that will require using cap room.  I'm assuming he'll get a little more than the minimum this year, and every year after will be the minimum.  If it's the 2+2, look for third year to be non-guaranteed (possibly fully non-guaranteed due to potential lockout).  Year four will be a team option and non-guaranteed, so team can decline option to let him enter restricted free agency with full Bird rights, as opposed to unrestricted free agency after year 4, if he proves to be a long-term keeper in three seasons.

Yep, the way the twitter timeline works is top is most recent (a pain to reorganize as it is, removing the ? characters and relative times (3 mins. ago and such).

And noticed that he indeed deleted the previous 2 tweets, wonder what in particular gave him pause... if it was mainly about him minimizing the possibility of a 1-year tender or if he's backing out on the possibility of a four year deal.
