Can the C's have a max spot in FA Question

Does anyone know how FA works with guys that opt out?  For instance if Al and Kyrie Opt out the C's have 37m in cap space if they traded Rozier and renounced Theis and Morris.  So say they signed a guy to a max at 30m.  Can they go over to resign Al and Kyrie since they hold their bird rights?  I'm not sure how this works but no one is talking about the C's having a max spot if both Kyrie and Al opt out.  If they do and can sign a FA and both Al and Kyrie they can get a guy on the team that Kyrie wants without giving up any assets.  Is this accurate or does it not work that way?

I’m not totally sure - but I believe there are cap holds for all players that we have bird rights on until the bird rights are renounced.

Which means, no we do not have max space. But, I could be wrong.

Yes, they have huge cap holds, no way we can create it without losing Al and Kyrie.

If they could dump Hayward for expiring contracts (tall task), Horford opts out and they renounce Rozier, Morris, Theis, Wannamaker and Baynes declines player option, I would say DEFINITELY!

Or as others have mentioned,  GSW could also do a sign and trade of KD to Boston for Hayward (can't see it happening, but miracles happen once in a blue moon.)
