He will apparently sign the agreement today.  Approval by the league seems like a formality.

David Tepper is currently a minority owner in the Steelers.  So don't know why you thought identifying him as a hedge fudge manager was more important.  He'll have to sell off his Steeler's ownership to complete the Panther's deal.

Browns owner Jimmy Haslam was a minority owner in the Steelers as well. Most Browns fans rue the day that he became owner.
