I liked this question, so I looked at current lottery teams, and somewhat ranked them/put them in tiers:
Tier 1:
Utah: Good ownership/management. Have they ever tried to tank? Plus they're out West. 100% these guys!
Tier 2a:
Memphis: Not a fan of management, like the grit and grind teams they built, don't like that they fired Joerger, what were they thinking with Parsons contract , bitter they didn't trade the C's Tyreke.
LA Clippers: Meh. Management/ownership seems ok, especially since they took power away from Doc, but want to keep talent out of LA, lure of LA might be too great if team is good.
Tier 2b:
Detroit: Have tried to rebuild without tanking. I'd be okay with them. Lose points for being in the East.
Atlanta: Ownership/management is too new, don't know how I feel about them. Lose points for being in the East.
Tier 3:
Phoenix: I'm still bitter over Devin Booker's 70 point game. Nope.
Dallas: Last few years they've been one of the teams I wanted to see get a good pick. They go after good free agents, try to make the team better, loyal to Dirk, it just hasn't worked out. Now we have that article about the horrific office culture. Kinda want to stay far away from them now.
Tier 4:
Orlando: Bad management/ownership. Would be ownerships 4th #1 pick in 26 years. 4th top 5 pick in last 5 years. Nope.
Sacramento: Bad management/ownership, plus need to keep them bad in case the Philly/Lakers pick doesn't convey.
Charlotte: Bad management/ownership
Chicago: Bad management/ownership
New York: Bad management/ownership
Tier 5:
LA Lakers: Goes to Philly, hell no. 2-5 yes please.
Brooklyn: Goes to Cleveland, hell no. Even if LeBron leaves, their ownership is terrible, last thing these guys deserve is another #1 pick.
