Mislap is still a free agent this summer, and the King will still suck, so no, our hopes of getting Cousins would just be moved to draft night.
If they land Millsap they're the favorite for the 8th seed. They'd then probably max out Millsap and use the DV on Cousins. I guess the bright side/dream scenario is that they mortgage the future for Millsap, he walks, they have NOTHING beside Boogie and have no choice but to move him.

He'll go wherever the greatest return is for ATL. The problem is that you're expecting the #KANGZ to act rationally. These are the same guys who mortgaged their future to sign Rondo to a one-year deal.
Not really how it works. See the Love deal. The Hawks won't purposefully send him a place he doesn't want to go either. Relationships, especially with agents and players, are important in this game, and it'll hurt them much more than it will help them to send him to the Kings.

Do you watch much of the Kings? I watch most of their games, and that's still not a very good return at all.
WCS is largely seen as a bust throughout the league. Richardson has potential as a rotation player, but that's about it. The 2021 pick is so far in the future that there's no telling how good it will be, though with it being the Kings it's more than likely a lottery pick.
Also, management and ownership would pretty much be getting their heads called for (more than they already are) if they made that deal, especially if Milsap has voiced his opposition to going there. That move would be on par for being as bad as the Philly pick deals to clear room for Rondo. They'd sacrifice their future to still probably not be favorites to be the 8th and be target practice for the Warriors. I'd still probably take New Orleans or Portland over them in that scenario, especially with as difficult as their upcoming schedule is.
I think Toronto, Denver, and Boston have much greater chances of getting him than Sacramento. I truly can't see Atlanta doing Milsap like that.
