It's not "up to him." Once his rookie contract expires, the Wolves can, and will, match any contract offered.
"A decade" is a bit of an exaggeration, though; we should be able to make a play for him around 2024.
He can 'Greg Monroe' his way out of town, but it is too risky given the injury possibilities.
Unfortunately, we won't ever likely get a look at prime Towns in Celtic Green; hopefully Jaylen can become our next future superstar and other teams can start threads about somehow acquiring him.

It means Towns would forego restricted free agency and sign with Minnesota for the qualifying offer(money that in this case would underpay Towns for that year by about $10-13 million) which makes his contract a no trade contract and Towns becomes an unrestricted free agent the following season.

I don't even think he could Monroe it. If the Wolves Butler him, he's essentially stuck. My understanding of this provision of the CBA is that the Wolves can offer him his qualifying offer AND a maximum QO. If they offer the max QO, Towns is forced to sign either that QO, locking him in for 5 years, or a deal of 3+ years with another team, which will surely be matched. Best case scenario, he's a free agent in the summer of 2022.
