my understanding is that if we stay under the cap we could offer blake or boogie the same deal, i think boogie's would have to wait till october, as 3 years would have to pass till the last extension?

Given that we don't have Blake or Cousins, probably no.

assuming we get them ofcourse, being able to this would change greatly how there trade value to the celtics

If the Celtics were to have enough cap room after acquiring Cousins, they could do so.  However, because he only has six year's experience, he is not eligible to make the same amount as Harden, but rather the same amount as Hassan Whiteside, which is considerably less.  So there's no reason for him to do so.

Griffin has a trade kicker that will take him to near the max.  While he'd be eligible for an extension, you could only give him a $2 million raise because he'd be at the max with more.  He's not going to give up hitting free agency for that.

You can keep imagining if you like.  But next season Blake will sign for a deal starting at about $29 million a year.  Your extension would pay him $27 million next year.  He knows he's getting the max, so he's not signing any sort of extension.  He's turning down nothing but a worse deal.
