OKC is probably the first choice for both of them. I just don't know if OKC can make it happen in time though. Horford won't want to wait around for long.
Boston does have the ability to commit to both right away. There is hope that things could somehow tilt and gain momentum in an unexpected direction. Let's hope...

I don't think it has to do as much with living in OKC as it does with that fact that OKC was so close to making the Finals this year. The team is already assembled. The downside to OKC for Horford is you don't know if Westbrook and/or Durant is leaving in a year.
Boston is a fine choice for Horford and I think that's where he'll end up. I just think the reason he isn't committed already is because he's giving OKC a shot at working something out (unlikely imo).
