I agree hands down Simmons should and will go #1. This college season first gave us a tantalizing picture of what good this kid can do on a basketball court and then showed us his flaws. Truth be told all 19 year old have a lot to work on in basketball and in life.
I feel that Simmons has as much riding on this years lottery as do the teams with the chances to land him. If he lands with the Cs, Suns, or Wolves then super stardom is his for the taking. However the Lakers and 76ers could make development an uphill battle for him.
No doubt he starts from day one on all 5 teams. The Cs are the only team that may be inclined to start the season with him on the bench but I think thats a stretch. First important thing is that he must be played at PF. The team that tries to play him at the SF without a true stretch 4 is making a huge mistake.

T-Wolves Rubio, Lavine, Wiggins, Simmons, Towns

LAL Russell, Clarkson, Simmons, Randle,
76ers ??,??,Simmons,Saric,Noel/Embiid/Okafor
Not totally un biased but the Cs seem like the best fit. Putting Simmons in a situation where defense and effort are expended and demanded will only push him harder towards greatness. As the Cs PF he will first and foremost be expected to defend, rebound and push the pace. Starting out his offense would be secondary as he would likely be 3rd-4th option. If Turner does not return he will find a nice second unit point forward niche available to him.
