Is he trading up to take a player , or is he just trying to gain another good asset to offer in a trade .

If he can get up to top 5 or so and take Winslow, Herzonja etc. , would you be willing to trade Smart,Wallace, Sully and the top 5 pick for Cousins ?

You would then be able to offer Love a max and resign Crowder and add PP

Maybe even resign Rondo for a cheap contract to replace Smart

Maybe he is maintaining flexibility by moving up to take a player that he would be happy to keep but would not deem untouchable in any trade for a star.

Both.   Trading up is a smart move if you can do it.   We're drafting in no-man's land.
