Trades & Tampering rule

When are the teams allow to talk to each other regarding trades (draft picks with player involved).
I don't understand this tampering rule saying that you can't talk to any player until the July 1st.
But on the contrary, trades are made at draft night.

Maybe someone can answer or give me a link regarding my question.

I believe the tampering rule is that you can't ever talk to (or recruit) a player under contract to another team. Obvs, players like Aldridge, Rondo and Bass can talk to any team after July 1st b/c they are no longer under contract. Marcus Smart, conversely, is not supposed to be talked to by other teams.

So Ainge couldn't call Rondo and say "Wanna come back at the vet min?".

He also can't say on the radio "we'd love to have Rondo back here for the vet min..."

He can, however, talk to another GM about a sign-and-trade. So he could say to D. Nelson "Wanna see if Rondo will s&t back her and you can have all our #1 picks back?". On draft night teh trades will mostly involve picks and players under long-term contract.

If a player gets dealt w/ say a player option or unguaranteed deal (i.e. a Jamal Crawford) it's likely that the receiving team is trading FOR him hoping he'll opt out or b/c they plan to not guarantee his deal. I believe -- but could be wrong -- that a player like Aldridge (an UFA to be) can't be dealt at this point...)

Ainge could also probably say  (though there's a lot of gray area here) "We'd like to add a PG who can't shoot, has had run-ins with his coaches and is afraid to go to the rim b/c of his poor FT shooting. There are a number of those guys out there and we're gonna add one this summer come heck-or-high water."

GMs can obviously talk to draft prospects.

Players can't talk to other players about those things either. I remember how Mia LeBrons came together and they had that meal before FA and everyone was screaming about tampering. I'm sure players scheme and talk about this all the time, it's pretty hard to prove so it doesn't matter anyway.
It takes me 3hrs to get to Miami and 1hr to get to Orlando... but I *SPIT* on their NBA teams! "Bless God and bless the (Celts)"-Lady GaGa (she said gays but she really meant Celts)

Thank you both for your input.
Tampering rule is up for interpretation, I can see.

If I'm not mistaken, as long as teams have finished their season, GMs can talk and do trades involving players under contracts for next season.

What we told the owners was that the three players are totally, as our system has evolved, within their rights to talk to each other,? Commissioner David Stern said after the meeting, which was held here in conjunction with the N.B.A. summer league.
