I don't think this is a factor. Of the five teams that could finish 7th, Boston has the best record since the trade deadline, which is the most important statistic when it comes to playoff viability, since that's basically the day when each of the teams' playoff rosters were assembled. Then you consider the confidence it would give the Celtics to win 2 straight games against their potential playoff opponents (LeBron or not, that's a big boost) and that makes the match up even harder for the Cavs.
Nah, if they're trying to game regular season standings, it would be to give the Celtics enough wins that they rise all the way to 6th so that the Cavs get to face the sorry Bucks in the 1st round.
