Good Lord, Green looks like a zombie out there. I really had high hopes for him when we got him, but he just never could consistently do it.

Explosive first step isn't required to be decent at driving.   Driving is more about shakes and mis-direction.

Sure, but it certainly doesn't hurt.  Smart doesn't have good hesitation/change of pace moves either.

He isn't very good.  I wasn't expecting any offense from Smart this year.  If he shows no improvement next year, I'll be getting worried.

To an extent.  It not common for players who never had elite playmaking skills/hesitation moves to develop them into an an NBA-level skill.  Some players just have a natural craftiness to their game - like Andre Miller, even Paul Pierce (who actually had a good first step).  Smart will get better, but I don't think he'll be particularly great at those things.
