I think the ball-handling requirement makes it difficult. There are guys who just specialize on 3 and D but the reason they aren't stars is precisely due to the fact they can't dribble/create. They're basically athletic dudes who aren't super coordinated with the ball but have size and athleticism to play D, then practiced hard enough to develop a 3-pt. shot and create a niche for themselves.
They may not fit your description exactly but obviously Draymond Green, Jimmie Butler, KJ McDaniels, and Paul Millsap are the big SF names this offseason that might be gettable. Kawhi Leonard is at the top, no way SA lets him go.
In the 2nd tier would be: DeMarre Carroll, Gerald Green, and Tobias Harris.
