With rondo barking for the ball after a defensive  rebound will smart get a chance to make passes like this?

Terrible example. Thats not a point guard pass.  Thats an outlet pass.
Much like Olynyk and Sullinger, passing is a compliment to his game, not a primary strength. He absolutely can play next to Rondo, and is an ideal 2 guard in a Brad Stevens system.

How can anybody else make an outlet pass when rondo wants the ball right away?? He doesnt even make outlet passes himself these days.

  Sure he does, more than most point guards. If Rondo was anything approximating the player you think he is he'd be pretty bad. Luckily that's not the case.

Plan A: trade Rondo this summer.
Plan B: trade Rondo at the deadline.
Plan C: lose Rondo to FA for nothing.

  Lucky it's Danny doing the planning and not the posters.

Unless he makes a major splash this summer he doesn't have a choice on whether Rondo stays or goes. Rondo is gone unless he's competing for a cahmpionship.

  Can you point me to some quotes where Rondo says he's leaving if we're not competing for a championship by the time his contract is up, or did he tell you that himself?

You may be shocked, but this a basketball fundamental. When the defensive rebound is secured, the primary ballhandler's job is to make himself available on the wing, and the job of the rebounder is to get him the ball ASAP.

This would've been the reasoning Phoenix's detractors used to detract from a Bledsoe-Dragic back court. If Stevens adjusts his offensive system to push the pace and open up lanes for slashers and cutters, the Rondo-Smart pairing will be a success.

I think it could work similar to what Phoenix did with Bledsoe and Dragic last year. Also, with Sully, Olynyk, Green, Young, the bigger players drawing their defenders out of the paint, no guard combo would be able to stop a Rondo/Smart combo from getting to the hoop.

One big difference is that Dragic came into his own as a shooter, Rondo hasn't showing the willingness or ability to improve his 3 point shooting, even though he has become an average mid range shooter.
You can't reason someone out of a position they didn't reason themselves into.

 We are having good natured conversations and banter, I'm not sure why "did he tell you that himself is necessary." We speculate on here all the time? Geez settle.
