I expect they expect to build around him, instead of trading for what he'd net them. But the move would make just as much sense if they were building him up for a trade instead.

Not really weird..remember at the beginning of the season Brad said they wasn't naming a Captain..I assume they knew all along and wanted to surprise Rondo.
