How is it that NBA players can foul intentionally and still let up a hoop?  Are the players just so strong that they can score anyhow, or is it that the defender doesn't want to get called for a flagrant by fouling too hard?

It seems to me that if you just smack the guy pretty hard on the shooting hand he's not going to score.
