Probably yes, as others have said. Even with mediocre ball handling, most forwards aren't going to be comfortable guarding him up the length of the floor.
That said, I think this problem with a backup PG is very much overrated. Despite the fact that Terry's more of a SG than a PG, he's still likely the best ball-handling and play-making backup PG we've had since '07-08. We won a title with Eddie House as the backup PG and almost won another with Nate Robinson. Terry once averaged better than 7 assists per game and has averaged better than 5 per game 4 other times. As far as backup PGs go, that's very, very good.
