It may not show up in the stat book, but Steamer sets good screens.
Once you are labeled 'the best' you want to stay up there, and you can't do it by loafing around.

What's the NBA rule about coming out of bounds and touching the ball?

I'm assuming it's against the rules, if I understand what you're trying to say.
