It seems that the final deal was Bass for Wafer and Davis. How does this work? Davis already got signed for more than Bass correct? Are the Magic under the cap? If so did we get a trade exception for the difference in salaries?

There were two separate trades.  Bass was traded for BBD.  Wafer was traded separately, and fit into Orlando's trade exception they had.

Of course, that suggests that Wafer is making more than the minimum, which, when you think about it, is a little strange.

Of course, that suggests that Wafer is making more than the minimum, which, when you think about it, is a little strange.

Unrelated but kind of related tidbit. Apparently Dwight Howard and Glen Davis are friends, which is why they did this move. Desperation much?

Apparently Howard said that he gave the Magic a list of moves they need to do to make him stay in Orlando, and they failed to comply -- so I guess grabbing old pal Glen Davis wasn't enough.

Orlando waved Arenas. Didn't that put them under the cap, so that they can take as much salary as needed?

Under the luxury tax, but not under the cap. 

They could use the 150% rule to bring back Baby (giving him a starting salary just over $6 million), but they had to do Wafer under a separate transaction (thus, the trade exception being necessary).

No, they aren't close to under the cap right now. It got them under the tax line I believe.

Typically if a team is under the cap you get a trade exception, or when a team is using a trade exception to get a player the other team will get one in turn.
