Why is Dallas facilitating the Chandler S&T?

Dallas facilitates a S&T to NYK for Chandler.  In the process, they also trade away: 2nd round draft pick, and the draft rights to Ahmad Nivins and Giorgos Printezis.  They acquire: Andy Rautins

Why is Dallas facilitating this signing without really getting anything considerable back?  Do they also get a large trade exception?  Is that worth it?  Who is Andy Rautins?

because this way they get something, at least.  otherwise they wouldn't get anything.  you have to remember they also get a very large trade exception.  that's an important asset to have if they can use it right.
